International Slow Pitch Softball Leagues and Tournaments are conducted for the purpose of providing recreational opportunities in an enjoyable, organized and professional atmosphere. Participants are expected to conduct themselves in an orderly manner and exemplify good fellowship and sportsmanship in all activities. ISPS herein reserves the right to disqualify any person from further participation who does not comply with the standard conduct established for the well being of all participants involved up to a period of one (1) year (please see Sportsmanship Policy below). Minimum age players must be is 18 years old**.

League rules will be governed by ISPS except as noted. Please visit www.InternationalSlowPitchSoftball.com

A team may start with a minimum of 8 players who must be on the field or in the dugout ready to play at game time. A 9th player must start the 4th inning. The 9th,10th,or 11th player will be added to the last slot in the batting order. Game time is forfeit time if there are less than 8 players. If the 9th player is injured and cannot continue to play, the game may continue with 8 players and not be forfeited. The umpire will decide if the injury is severe enough.

Roster will consist of all the players on team and be turned in by the 1st week of the season (Byes included). Players may NOT be added or deleted during the season unless they are adding a REGISTERED FREE AGENT. A player MUST play in at least 5(Mens)/3(CoED) Regular Season games to be eligible for postseason. NO EXCEPTIONS! Roster cannot exceed 16 players.

All games will consist of 7 innings or a maximum of 1 hour play*. No new innings will begin after time has expired except in the case of a tie. Extra inning will be Kansas City Rules. After 3 innings a 20-Run Rule will exist. After 4 innings a 15-Run Rule will exist. After 5 innings a 10-Run Rule will exist. Game times are posted. 10 minute grace period will be given before game is forfeited. This 10 minute grace period will not count against game time played.

In case of rain, managers will be contacted and a message will be posted on the website. Games rained out after 3 complete innings, or when the home team is ahead after 2 1/2 innings is official.

The league will NOT provide Game Balls. Home Team will provide Game Ball and back-up. After that teams alternate with replacement balls. Teams must use .44core/375lbs (12inch Mens) or .44/375lbs (11inch Womens) Max Compression Balls. Game balls will be for sale at all games.

NO Drinking of alcoholic beverages is allowed during the game or on park property*. Any player observed consuming beer or any other alcoholic beverage at the park will not be allowed to play that week’s game. Any team caught with beer or alcohol in the dugout during the game will forfeit the game.

There will be an official scorekeeper at the game. In case a scorekeeper is not available, the HOME TEAM is responsible for proper keeping of stats in official scorebook.

Any team forfeiting three (3) games is suspended from the league. An appeal can be made and a majority vote by commissioner and team managers can reinstate a team.

One (1) courtesy runner per team. Can run as many times in inning. Can be anyone on team. If courtesy runner is on base when it’s their turn up to bat, it will be an “Automatic Out”.

Ground Rules: Any ball striking tree limbs of any sort in foul territory is considered a dead ball. Any ball striking the interior pole is a live ball. If the ball strikes above the fencing, it is a home run.

Each team will have a specific coach or manager who will be responsible for the conduct of their team. Each manager must submit their email and contact numbers in order to be reached at before the games start.

When a player, coach, manager, or spectator is ejected he shall also be out of the next regular scheduled game (this includes postseason). Person ejected must leave the playing area immediately or the result will be forfeited game for their team. The game will not be forfeited and will resume play only if player leaves playing area and providing there are player available in accordance to Rule #2 above.

PHYSICAL ASSAULT OF AN UMPIRE IN ANY FORM WILL NOT BE TOLERATED AND WILL RESULT IN SUSPENSION FROM ANY MIAMI-DADE COUNTY LEAGUE FOR A PERIOD OF ONE YEAR IN ADDITION TO ANY ASSAULT CHARGES DEEMED NECESSARY.

No protests – The Umpires’ decision is final. Unless involving player eligibility, then must submit in writing, within 24 hours the name of team and player you think is ineligible.

Run-Differential will break any ties in League Standings. Highest finishing team is always HOME TEAM throughout the playoffs. Total Season Run Differential will break any win-loss ties. This will also apply to more than two teams in a win-loss deadlock.

Any decision not covered within these rules will be made by league officials. Their decision is final.

A progressive over-the-fence home-run rule shall apply as follows: Please check your Divisions Homerun Rules Above.

The EP Rule is in effect, meaning any 10 players play the field and may switch with the non-field players, BUT BATTING ORDER MUST NEVER CHANGE.

Run and time rules apply, except in the playoffs, when only the run rule applies.

Official game time shall be determined by the clock in the Park/Location Office.

Any Umpire observed consuming beer or any other alcoholic beverage before the game will be terminated.

All bats must be legally approved by the ISPS (See Link Above).

Count starts 1 and 1 (1Ball – 1 Strike) After 2 Strikes, you get 1 Extra Foul Ball* (Out).

CoED Teams must play minimum of 5 Females at ALL times. (6/6 if using 12 Players in Lineup)

SPORTSMANSHIP & SUSPENSION POLICY

ISPS is interested in ensuring that a high level of sportsmanship be maintained in the sports programs directed by ISPS . ISPS and/or ISPS shall enforce a zero-tolerance policy with regards to negative conduct before, during or after ISPS and/or ISPS Events. Therefore, the following policy for dealing with cases of unsportsmanlike conduct will be instituted immediately:
1. Any player, coach, manager or spectator ejected from any game for an unsportsmanlike act including but not limited to profanity, rowdy or disruptive behavior, mischief, non-payment, tantrum behavior, verbal abuse will result in a:
a. Game suspension for the remainder of that game/tournament plus at least the next two games.
(1) A suspended person may or may not be allowed at any site where ISPS Events are in progress.
(2) Violating the suspension will result in forwarding the incident to the Authorities (Police), ISPS for further sanctions against the player and/or team.
b. The suspended player’s name will be placed on probation for one year for all ISPS Events.
c. Any player, coach, manager or spectator ejected a second time during a 365 day period for unsportsmanlike conduct shall be prohibited from participating in all ISPS Events for at least one calendar year.
d. An individual and/or the individual’s team manager that has been ejected from a game has 24 hours from the time of the ejection to contact the League Director(s) to share his/her information regarding the incident.

  1. In cases of non-payment, bounced checks, fraud: ENTIRE TEAM ROSTER IS SUSPENDED.
  2. In cases of NO-SHOWS: Team is responsible for a minimum of half the entry fee and no more than double the entry fee as a penalty for NOT SHOWING.
    Failure to call within the 24 hour time period will result in a forfeiture of ones right to appeal the League Director’s final decision.
    e. Should an individual/manager wish to appeal a ruling with ISPS, they must present a written appeal to the League Director(s) and $75 cash within two working days of notification of the decision. The League Director(s) along with another ISPS Staff member will make the final decision. If your ejection is over-ruled, you will get your $75 back.
    2. Any unnecessary physical contact including but not limited to fighting, hitting, kicking another individual will result in a:
    a. Game(s) suspension deemed appropriate by the League Director(s).
    (1) A suspended person may not be present at any site where ISPS Events are in progress.
    (2) Violating the suspension will result in forwarding the incident to Authorities (Police), ISPS for further sanctions against the player and/or team.
    b. Suspended indefinitely from all ISPS Events, pending review of the incident by ISPS for additional disciplinary action.
    c. The suspended player’s name will be placed on probation for one year after the suspension has been served for all ISPS Events.
    d. An individual and/or the individual’s team manager that has been ejected from a game has 24 hours from the time of the ejection to contact the League Director(s) to share his/her information regarding the incident.
    Failure to call within the 24 hour time period will result in a forfeiture of ones right to appeal the League Director’s final decision.
    e. Should an individual/manager wish to appeal a ruling with ISPS, they must present a written appeal to the League Director(s) and $75 cash within two working days of notification of the decision. The League Director(s) along with another ISPS Staff member will make the final decision. If your ejection is over-ruled, you will get your $75 back.
    3. Any physical contact including but not limited to fighting, hitting, kicking an official/umpire will result in an immediate:
    a. Minimum 12 month suspension from all ISPS Events.
    (1) A suspended person may not be present at any site where ISPS Events are in progress.
    (2) Violating the suspension will result in forwarding the incident to Authorities (Police), ISPS for further sanctions against the player and/or team.
    b. The suspended player’s name will be placed on probation for one year after the suspension has been served for all ISPS Events.
    c. The incident will also be reported to the state organizations or governing body (ISPS) for review.
    4. An individual retains the right of a hearing when the action to be taken is expulsion from participation in the league:
    a. The player will provide a written explanation of the situation that resulted in his/her ejection from the game.
    b. An appeal letter along with $75 cash must be received within 7 days of being notified of the expulsion to your League Director(s). Failure to do so will result in a forfeiture of one’s right to appeal. If your ejection is overruled you will get your $75 back.
    c. Invited to attend the hearing will be: the player, his/her manager, the League Director(s), the Official/Umpire Assigner for the community and another ISPS Staff Member.Remember that leagues are available to help you enjoy your leisure time. Your “fun” should not be at the expense of others. Check your language and actions that might be offensive to others. Keep your socializing before and after games to a moderate level of noise and alcohol consumption. Keep traffic speed and parking appropriate for safety. Remember, we are neighbors to local residents and need to respect their rights. Respect people and the parks!

GENERAL ISPS RULES

  1. GAME RULES

1.1 SHOES – No metal spikes are allowed!

1.2 BALL – The 12-inch size ball will be used for all batters in all games. Only ISPS Stamped .44/375 balls are allowed. Teams will be required to bring their own balls to each round of the tournament and the ISPS stamp and .44/375 must be visible. 

1.3 MERCY RUN RULE – 20 after THREE innings, 15 after FOUR innings or 10 after FIVE innings.

1.4 HOMERUNS – PLEASE SEE INDIVIDUAL TOURNAMENT RULES.

1.5 RE-ENTRY – A starter may be substituted and can re-enter, in the same spot in the batting order. Players may not re-enter a second time, and the starter and the substitute may not be in the game at the same time.

1.6 COURTESY RUNNER – UNIVERSAL RUNNER.  1 Player designated at the beginning of the game to run for anyone and/or everyone.  Does NOT have to be in lineup.  But if in lineup, CANNOT be on base running for another player when turn up to bat.  Will be called OUT at-bat.

1.7 FORFEIT GAME – Teams must be ready to play within 5 minutes of the scheduled time with a minimum of 8 players, 9th player MUST be in by end of 3rd Inning.  EFFECT: Forfeit – 0:7 for the opponent.

1.8 TIED GAME – If the score is tied at the end of the game the ISPS tie breaker rule will be used by placing the player that batted last in the previous inning on second base every half inning for each team.
Based on weather conditions or darkness the commissioner or director can adapt the rules, for instance one-pitch rule, etc. Any adaption has to be announced.

1.9 LINE UP – A team may place an extra player & designated hitter in the batting order for a maximum of 12 players on the line-up and 10 on the field. There are no restrictions concerning field substitution but, the batting order must remain the same. 10 minutes before the scheduled game start a line-up card has to be handed to the scorer and 5 minutes before the game a copy to the umpire as well as to the opposing team. In case of an inconsistency the line-up card of the umpire shall apply.

1.10 UNIFORMS – All team members have to wear the same uniforms or lose chance at HOME during coin-flip.  If both teams are in uniform, umpire MUST FLIP.  If both teams are NOT in uniform, umpire MUST FLIP.

1.11 COED WALKS – When a Male walks before a Female with less than 2 Outs, the Male automatically gets 2nd Base and the Female hits.  With 2 Outs, the Males automatically gets 2nd Base and the Female has the option to hit or take 1st Base.

  1. PLAYING FIELD

2.1       BASE DISTANCE – 70 feet (= 21.34 meters)

2.2       PICHING DICTANCE – 50 feet (= 15.24 meters)

2.3       HOME RUN DISTANCE – 300 feet (91.44 meters)(UNLESS OTHERWISED SPECIFIED)

2.4       BATTERS BOX – 7 feet long  x 3 feet wide –  if marked out

  1. PITCHING

3.1 WARM UP PITCHES – 4 pitches at the beginning of the game or for a new pitcher.

3.2 Between innings no pitches are permitted.

3.3 The pitcher must pause with at least one foot contacting the rubber prior to pitching the ball. The pitcher’s foot must remain in contact with the rubber throughout the delivery.
The pitcher must deliver the ball in a continuous, underhand motion on the first forward swing of the pitching arm past the hip. If a step is taken it may be forward, backward, or to the side provided the foot stays in contact with the rubber and the step is taken simultaneously with the release of the ball.

3.4 SIMULATING PITCH – The pitcher must not simulate a legal pitch while not in contact with the pitchers plate. EFFECT: A dead ball should be called, an illegal pitch ruled, a warning is issued, and repeated action would result in the pitcher ruled illegal, and removed from the pitching position.

Attention: COED DIVISION

Since it’s humble beginnings, ISPS has mainly been concerned with growth and expansion.  In the past, our Major Events have featured multiple Men’s Divisions due to the amount of participating teams in the Men’s program but CoED has stayed as a single division due to the amount of participating teams in the CoED Division.  As we grow it is only inevible that the CoED program be divided into multiple divisions like the Men’s Division.

Begining for the 2017 WINTER WORLD CHAMPIONSHIP (and going forward) ISPS will offer the following CoED Divisions:

COED BRONZE – 0 HRs – INNING ENDING

COED SILVER – 3 HRs AND 1 UP – INNING ENDING

COED GOLD – 6 HRs AND 1 UP – OUT AFTER

Altered Equipment

Altered Bat and Altered Ball Procedures

For the past several years the FAS/ISPS has strived to promote game saftey.  This is complimented by a strict Altered Equipment policy and enforcement.  However, there are always players, coaches and outside agencies who will do their best to bend the  rules in their favor to get that competitive edge. The rules were implemented to keep our participants & spectators safe and to make the sport of softball the safest it can be. With the one word SAFETY in mind, FAS/ISPS will not tolerate anyone/team who in any manner put our participants in harm. As a Director, UIC or Umpire, if you feel that a player may be using an altered bat or ball in FAS/ISPS play, the Director or UIC will have the authority to inspect the bat or ball in question and to suspend the suspected player(s) and/or team. The offending player(s) and/or team will then have two choices only: 1. He/she/team can allow the FAS/ISPS representative to inspect the bat or ball in question and the FAS/ISPS representative can reach a conclusion as to whether the bat or ball may be altered or he/she/team can refuse to allow the representative to inspect the bat or ball in question and take an immediate Five (5) year suspension from any and all FAS/ISPS play with no right of appeal. 2.) He/she may after allowing the FAS/ISPS representative to inspect the bat or ball in question and the FAS/ISPS representative has decided that the bat or ball could be altered; the player may allow the director to send the bat or ball in question to the FAS/ISPS International Office for inspection.

If the FAS/ISPS International Office decides that the bat or ball in question indeed may be altered, the FAS/ISPS will then send the bat or ball in question to the Manufacturer of the bat or ball in question for a final determination on whether the bat or ball in question is altered, or he/she/team can accept an immediate two (2) year suspension without the right of appeal. During the time of the examination of the bat or ball by FAS/ISPS and/or the Manufacturer, depending on the sole discretion of the FAS/ISPS International Office, the FAS/ISPS may temporarily suspend the suspected offending player(s) and/or team pending the findings from the Manufacturer and or FAS/ISPS or final decision of the FAS/ISPS. If the FAS/ISPS and/or the Manufacturer determine in their sole discretion that the bat or ball in question has been altered, the FAS/ISPS may suspend a first time offender no less than two (2) years and no more than five (5) years. A suspension decision may be appealed at the next FAS/ISPS International Convention. A second time offender under this altered bat/ball suspension process will be suspended for life.

The responsibility for knowing whether a bat or ball is altered is that of the user/player/team and/or the owner of the bat or ball. If an individual uses an altered bat or ball in FAS/ISPS play or is the owner of an altered bat or ball that is brought into an FAS/ISPS game, event or facility, the suspensions will be imposed without regard to what the individual knew about the bat or ball being altered. An individual must know that his/her bat or ball is not an altered bat or ball, if he/she brings either into an FAS/ISPS facility or game. If not, the individual can be suspended from any and all FAS/ISPS activities. The fact that the individual did not know that the bat or ball was altered is not a factor in imposing the suspension. The question is only whether the bat or ball is altered or not.

An altered bat is considered altered when the physical structure of the legal bat has been changed in any way, or when an illegal or non approved bat has been made up in such a way as to appear to be a legal bat. Examples of altering a bat are, but not limited to the following: Painting a bat, replacing the handle or shaving the handle or barrel or the taper changed in any way. Such as by sandpapering or applying a solvent to the surface such as fingernail polish remover or by any other means. Removing or replacing the plug or changed in any way other than factory repairs. Had the knob removed/ replaced or changed in any way or had anything removed or added to the inside or outside of the bat other than the legal way to tape the bat the specified and appropriate place as described in the FAS/ISPS Rules.

Examples of an altered ball (but not limited to) are: Any ball frozen, or kept cold in a cooler to make the core harder or livelier or any ball that has been cooked in a microwave oven, or the seams/stitches or cover that has been altered in any way. If the physical structure of the ball (inside or outside) has been altered in any way other than the alterations that is caused by usage, that ball is to be considered altered. Should an umpire or player be thrown a ball that is colder than the outside temperature, that ball is to be immediately thrown out of the game, the game forfeited and the offending person(s) suspended for altering a softball. At any time during any FAS/ISPS game an umpire has the authority to not allow a ball to be played with if the umpires suspects in any way shape or form that some sort of altering has been done to the approved FAS/ISPSsoftball that is presently being played with or attempted to be played with.
